MANILA - The Senate on Wednesday approved on third and final reading a measure that will create the Philippine High School for Sports (PHSS), an educational institution designed for Filipino students who are preparing to have "long-term career in sports."
The 21 senators present in the February 26, 2020 session unanimously approved Senate Bill No. 1086, which is expected to "ensure an alternative and equitable admission process to enhance the access of indigenous peoples, persons with disabilities, and students from other marginalized groups" to the specialized school.
Under the proposal, the PHSS will be established in the New Clark City in Capas, Tarlac where the students "shall have access to existing sports facilities" in the area previously used as venues for the 30th Southeast Asian Games.
Funding for the PHSS will be included in the Department of Education's annual budget, the bill read.
"All income and monetary donations" given to the academic institution will be placed into the Sports High School Fund, which will be subject to existing government budgeting, accounting and auditing rules, it said.
Sen. Sherwin Gatchalian, who authored and sponsored the measure, earlier said the secondary school will offer full or partial scholarships with "special emphasis on developing the athletic skills of the students."
"Mama-maximize natin 'yung mga pasilidad na ipinatayo na sa New Clark City. Kung 'di natin gagamitin 'yun, masasayang. If you want world-class athletes, let them experience world-class facilities," he said.
