Jonathan Cellona, ABS-CBN NewsMANILA &ndash; The Department of Labor and Employment (DOLE) has allocated P45 million in initial supplemental funds for the alternative livelihood of over 1,300 individuals affected by the oil spill in Bataan.In a news release, DOLE said a total of 1,357 affected fisherfolks and residents in three Bataan districts were given emergency employment through the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program.TUPAD program provides temporary wage employment to workers for 10 to 90 days of community work, particularly in times of disaster and calamities, enabling them to contribute to improving and rehabilitating their respective communities.The TUPAD workers in Bataan were tasked to collect coconut husks and make oil spill booms. They also helped in the Typhoon Carina cleanup operations.The Labor department is also implementing the same program in Bulacan, Pampanga, Tarlac, Cavite, Rizal and Laguna.&nbsp;<a class="fr-green fr-strong" href="https://news.abs-cbn.com/regions/2024/8/9/fishermen-affected-by-oil-spill-to-receive-fuel-subsidies-1715">READ: Fishermen affected by oil spill to receive fuel subsidies</a>Philippine-flagged MTKR Terranova carrying 1.4 million liters of industrial fuel overturned and sank in Manila Bay, approximately 7 kilometers off the Limay municipality in Bataan in stormy seas in late July, creating an oil spill and leaving a crew member dead.The Philippine Coast Guard (PCG) on Saturday said 12 of Terranova&rsquo;s 14 vales have been secured and are leak free &ndash; no metal cappings required.Six of the remaining 12 valves have been capped, as of Friday, while the installation of metal cappings on remaining valves is ongoing.&ldquo;We&rsquo;re almost in time naman dito sa installation ng kanilang metal cappings and eventually after nito, we are hoping na matapos na rin nila &lsquo;yong kanilang timeline, &lsquo;yong specific action plan per day na dapat nilang gawin,&rdquo; said ﻿Coast Guard Station Bataan Commander Lieutenant Commander Michael John Encina.&ldquo;Kailangan muna nating selyuhan o takpan gamit itong metal cappings ang lahat ng balbula before nating simulan itong siphoning,&rdquo; he added.&nbsp;Meanwhile, seawater siphoning operations commenced for the MTKR Jason Bradley on Saturday.
