IN PHOTOS: Flash floods leave thousands stranded in Cagayan de Oro City

A low pressure area near Eastern Samar and the tail end of the northeast monsoon brought heavy rains on Monday in parts of Visayas and Mindanao which caused heavy flooding in a number of areas, particularly Northern Mindanao.

PAGASA issued a red rainfall warning and advised residents living in low-lying areas to remain vigilant, while some were immediately evacuated to safer grounds by the City Disaster Risk reduction and Management Council.

Thousands were left stranded in roads, schools, and offices as Cagayan De Oro was submerged in flood waters.
