Two Chinese nationals who were going on a sunset cruise died after they fell from a sailboat in waters off Panglao in Bohol on Sunday afternoon.
Lt. Junior Grade Michael John Encina, Philippine Coast Guard Central Visayas spokesperson, said the victims' boat experienced strong winds and huge waves after they set sail from the mainland.
The casualties were identified as Lan Rong, 56, and Luo Renwei, 63.
Two crewmen jumped from the sea craft to look for Lan and Luo, leaving other eight Chinese passengers behind.
They were able to recover the victims, who were not wearing life jackets. They tried to revive the tourists but failed.
"Itong mga paraw (sailboat) na ito sir is not registered under MARINA. They did not seek clearance from the Coast Guard before conducting their operation," Encina said.
The PCG-Bohol and the police will conduct a joint investigation to determine the possible liability of the tour operator.
