Rainfall red warning raised in Northern Cebu as 'Ursula' strengthens

A rainfall red warning was raised over Northern Cebu late Tuesday night as Typhoon Ursula intensified, state weather bureau PAGASA said. 

Serious flooding is expected in low-lying areas in the region and while landslides may occur in in mountainous areas, according to PAGASA.

The public and the disaster risk reduction and management council concerned are advised to take appropriate actions, monitor the weather, and watch for the next advisory to be issued.

Christmas typhoon Ursula (international name: Phanfone) intensified further Tuesday night as it threatens Leyte province.

The storm's entry has stranded thousands in ports hoping to go home to their provinces for Christmas, while sea travel in areas at risk has been barred.
