LIBON, Albay - Police have been conducting a unique operation here as they swap their police caps for Santa hats thrice a week during this Christmas season.

Every Monday, Wednesday, and Friday evening, these officials go to different houses, including those that were part of Oplan Tokhang, to sing Christmas carols and give away Noche Buena packages to residents.

This is the Libon police's way of providing the needy with Noche Buena items so that they will not resort to selling drugs just to earn enough money for their Christmas eve meal, Libon chief of police Edgar Azotea said.

"We want to make sure that drug surrenderers here won't have any reason to return to their former ways," he said.
