MANILA - Only one Dalian Corp-made train has been operational 4 years since it was supposed to be delivered to the country, Senator Grace Poe lamented on Tuesday.
This China-made train even runs on "experimental basis" with a pending safety clearance after running for a certain number of kilometers, said the chairperson of the Senate Committee on Public Services.
"It took them 4 years. P3.8 billion, 4 years tapos isa lang ang gumagana sa 16 trains. Isn’t that a failure? Isn’t that incompetence?" she told ANC's Headstart.
Poe said she wants to know how Dalian is compensating the government "to actually make the train compliant to the system that we have."
The train initially did not have a signaling system, which would have prevented the trains from colliding with each other, she recalled.
"Ginawa pa tayong guinea pig dito na dapat sa China pa lang na-test na nila yan. Tapos pag dating pa dito, we are adding more," she said.
"Dalian, how are you helping us? Are you refunding some of our money?," she added.
The Aquino government purchased 48 Dalian trains for P3.8 billion, most of which have not been used due to alleged compatibility issues with the MRT tracks.
Poe believes that officials of the then-Department of Transportation and Communications should be made liable for "such a disadvantageous contract to the government."
