174 cops who tested positive for drug use face dismissal: Bato

MANILA - Philippine National Police chief Director General Ronald ''Bato'' dela Rosa said he will order the dismissal of 174 policemen who tested positive for drug use.

Dela Rosa said he will sign today a recommendation of dismissal from the police Internal Affairs Service which conducted the random drug tests.

"Mayroong text sa akin ang IAS. Mayroon na daw siyang isinubmit na lahat ng positive sa drug test, for my signature na lang, para for dismissal," he said.

"Once na mapirmahan ko ngayon, bye na kayong 174."

He also vowed to block any attempt of the drug-tainted officers to reverse their dismissal through the National Appellate Board and the Department of the Interior and Local Government.

"Huwag na kayong mag-attempt na magpapa-reinstate dahil haharangin ko ang reinstatement ninyo. Sige kayo, balik-balik sa serbisyo, puro sakit ng ulo ang ibinigay niyo sa amin.

"Hindi na kayo papa-reinstate habang buhay ako... Sabihin niyo personalan ito, pepersonalin ko kayo."

The random drug testing of all PNP personnel was initiated by Dela Rosa in a memorandum circular issued in July.

The circular also sought the "arrest and prosecution of PNP personnel through the conduct of counter-intelligence operations, who are engaged in unlawful activities such as but not limited to illegal arrest, illegal detention, hulidap, bangketa/areglo or case-fixing, recycling of confiscated drugs and planting of evidence, bungling of drug cases, or acting as protectors, coddlers, financiers of drug personalities."
