MANILA - President Rodrigo Duterte has ordered the suspension of granting of new licenses and permits for the manufacture, sale, and distribution of firecrackers and pyrotechnic devices.
In his Memorandum Order No. 31 dated Oct. 29, Duterte said the suspension of processing of licenses and permits will remain pending review of existing licenses and permits.
“The suspension herein ordered shall remain in effect until declared lifted by the Office of the President upon recommendation of the PNP (Philippine National Police) Chief and his submission of a report on the review undertaken on existing licenses and permits,” the memorandum reads.
Duterte said the PNP is authorized by law to process applications for the issuance of licenses or permits for the sale, manufacture and distribution of firecrackers.
He also noted that local chief executives are authorized to promulgate rules and regulations on firecrackers and pyrotechnic devices within their territorial jurisdiction.
In his memorandum, Duterte ordered the PNP to conduct inspections to ensure that manufacturers, distributors, retailers and users of firecrackers and other pyrotechnic devices are in compliance with safety guidelines.
The PNP is also ordered to confiscate and destroy prohibited firecrackers and pyrotechnic devices, and cancel or revoke the licenses and permits of those found violating existing laws, rules and regulations.
The President in June 2017 issued Executive Order 28 limiting the use of firecrackers in the country.
Health officials have credited the EO on firecrackers for the lower number of firecracker-related injuries during the 2018 New Year revelries.
