NUEVA VIZCAYA—Muling nagmartsa ang mga tumututol sa pagmimina ng OceanaGold Philippines Incorporated (OGPI) dahil tuloy pa rin ang operasyon ng minahan sa Didipio, Kasibu, Nueva Vizcaya kahit paso na ang permit nito.

"Kaming mga nasa ibaba, pinangangambahan namin ang baha," ani Florida Javier, isang anti-mining advocate.

Nag-expire ang financial or technical assistance agreement (FTAA) ng OceanaGold noong Hunyo 20, 2019.

Nagsumite na ang kompanya ng aplikasyon para maipagpatuloy ang operasyon ng panibagong 25 taon.

Nakuhanan kamakailan lang ng grupong Alyansa ng Novo Vizcayano para sa Kalikasan (Anvik) ang umano'y pagtakbo ng milling plant at pag-agos ng mine waste sa tailing ponds ng OceanaGold.

"Lantaran na pananamantala 'yung ginagawa nila," ani Teresita Acosta ng Anvik.

Higit pa nilang ikinabahala ay ang kautusang ibinaba ni Mines and Geosciences Bureau (MGB) acting director Wilfredo Moncano.

Giit ng MGB, maaaring ipagpatuloy ng OceanaGold ang kanilang operasyon batay sa Section 18, Chapter 3, Book 7 ng Executive Order 292 o Administrative Code of 1987.

"Since OGPI applied for renewal before the expiration of their FTAA, they are still permitted to operate," pahayag ni Moncano.

Kinuwestiyon ito ni Nueva Vizcaya Governor Carlos Padilla.

"May interim renewal, which is questionable, kaya magsasampa tayo ng kaso against MGB," aniya.

Depensa naman ni MGB Cagayan Valley director Mario Ancheta, "Walang interim, walang operation.. 'yong fuel ay gagamitin sa water pump para maalis 'yong tubig dahil kung hindi maapektuhan 'yong mining site."

Nanindigan naman ang OceanaGold na maaari nilang ipagpatuloy ang kanilang operasyon batay sa abiso ng MGB.

Nalilimitahan din daw ang OceanaGold dahil sa pagharang ng lokal na pamahalaan.

"Since July 1, 2019, local government units from the province of Nueva Vizcaya have impeded access to and from the mine site in response to an unlawful directive from the governor to ‘restrain any operations’ of the company," pahayag ng OceanaGold.

"The company maintains the regulatory authority of the Didipio operation rests with the national government, not the local government units," dagdag nito.—Ulat ni Harris Julio, ABS-CBN News
