Napoles, DBM officials plead not guilty to graft, malversation charges

MANILA- Alleged "pork barrel" mastermind Janet Lim Napoles and officials of the Department of Budget and Management (DBM) pleaded not guilty to graft and malversation charges in connection with the multi-billion peso Priority Development Assistance Fund (PDAF) scam before the Sandiganbayan 2nd Division. 

Napoles, former DBM Undersecretary Mario Relampagos, and current DBM employees Rosario Nunez, Lalaine Paule, and Marilou Bare are the co-accused of former Davao Del Sur Rep. Douglas Cagas in a P9.3 million pork barrel scam case. 

The 5 are facing 2 counts of graft and 2 counts of malversation of public funds. 

According to the charge sheet of the Office of the Ombudsman, Cagas chose the non-government organization Countrywide Agri and Rural Economic and Development Foundation Inc which is linked to Napoles, in exchange for P9.3 million in kickbacks. 

The DBM processed and released the Special Allotment Release order to the defunct Techonology and Livelihood Resource Center which then released a disbursement voucher to CARED.

Cagas has yet to be arraigned as he has pending motions before the court.
