MANILA - (UPDATED as of 7 a.m.) Classes were suspended in several areas on Wednesday, September 28, 2016, as Typhoon Helen (international name: Megi) stirred monsoon rains over large swaths of Metro Manila and surrounding areas.
At 2 a.m., "Helen" was located 515 kilometers northwest of Basco, Batanes and outside the Philippine Area of Responsibility, packing maximum sustained winds of 130 kph near the center with gusts of up to 200 kph, the state weather bureau said.
