Paeng weakens, hovers off Batanes

MANILA - Typhoon Paeng weakened on Wednesday morning as it hovered off Luzon's northern tip, the state weather bureau said.

Spotted 725 kilometers east of Basco, Batanes at 5 a.m., Paeng was packing maximum sustained winds of 170 kilometers per hour and 210 kph gusts, PAGASA meteorologist Ariel Rojas said in a Facebook video. 

Dry winds from a frontal system off Japan weakened Paeng, said Rojas.

Luzon and the rest of the country can expect generally fair weather today that may be marred by localized thunderstorms in the afternoon or evening, he said. 

Paeng is unlikely to enhance the habagat or southwest monsoon but will bring light to occasionally moderate rains over northern Luzon by Friday. It will leave the Philippine area of responsibility the following day, added Pojas. 

The country's agricultural north on Sept. 15 bore the brunt of typhoon Ompong's onslaught, which destroyed some P26 billion worth of crops and livestock and unleashed floods and landslides that killed at least 95 people, authorities earlier said.
