AGUSAN DEL SUR - Chief Presidential Legal Counsel Salvador Panelo said Friday that he will suggest to President Rodrigo Duterte to bring drug users to one island.
Speaking at the opening of a rehabilitation center inside a military camp in Prosperidad, Agusan del Sur, Panelo said the government cannot accommodate the influx of drug surrenderers, even if treatment and rehabilitation centers will be built in every province.
He claimed that the Philippines has 3.7 million drugs users who are "potential killers, potential rapists, potential robbers, potential thieves."
"Ang tendency dito you will have to push [drugs] kung mahirap ka hindi ka makakakuha ng shabu kung hindi ka magbenta rin," Panelo said.
The new rehabilitation center inside the camp of the 401st Brigade of the Philippine Army features a dormitory for recovering drug users and several common areas, such as a multi-purpose hall and a mess hall. The center can accommodate up to 60 people.
An outpatient drop-in center for the substance use recovery and enlightenment program was also formally opened at the Governor D.O. Plaza Government Center in Prosperidad.
The center, which already has 40 patients, is being run by a certified substance abuse recovery expert and a psychologist.
More than 8,000 drug suspects have surrendered in the province since Oplan Tokhang went into effect. - with a report from Rodge Cultura, ABS-CBN News
