MANILA—Sen. Panfilo "Ping" Lacson said he believes President Ferdinand Marcos declared martial law for "many good reasons" 47 years ago on Saturday, but whatever Marcos' purpose was it was never realized once military rule took effect.

"Martial law was declared for many good reasons. I saw it firsthand during the first 6 months, at least from the peace and order perspective," Lacson, part of the now defunct Philippine Constabulary at the time, said in a tweet Saturday.

"Everything that followed was wrong. Greed and abuse took over," he added without elaborating.

Marcos' regime, which lasted 20 years, ended when a non-violent revolution overturned it and installed Corazon Aquino as president.

In the public's eye, the new leadership should have ushered in sweeping government and social reforms that would have made a return to despotism impossible.

But Lacson, without further delving into the issue, said that "since 1986, it has been the same all over again.

"When will we ever learn?"
