The National Capital Region Police Office (NCRPO) is starting to lay down its security plan related to the anticipated massive protests on September 21.

According to Philippine National Police (PNP) spokesperson Chief Superintendent Dionardo Carlos, the security plan is called “Task Force Manila Shield”.

"NCRPO is preparing the security plan, deployment plan. Manila will activate Task Force Manila Shield. Hinihingi ko lang ang plan ng NCRPO so I can look at it and discuss with you," Carlos said.

Aside from the security plan, Carlos said the NCRPO will identify possible places where protests will be held in order to prepare for a traffic rerouting plan.

"Aalamin where will be the areas where the protest will be conducted to estimate the crowd that will be going there. Will it affect the traffic flow? Yan yung mga considerations. So the number of personnel to be deployed will depend on these inputs. And right now, hinihintay na lang na mapirmahan ang plano ng NCRPO," he said.

The PNP is hoping the protesters will police themselves.

Carlos appealed to the protesters not to commit any crime.

"We appeal to them not to commit crime. Maximum tolerance will be there but we will not tolerate crime," he said.
