Ex-Davao Oriental mayor faces raps after failing to file SALNs

MANILA – Former Lupon, Davao Oriental mayor Arfran Quiñones is facing charges for failing to file his Statement of Assets, Liabilities and Net Worth (SALN) from 2007 to 2009.

The Office of the Ombudsman said the potential charges stem from Quiñones’ failure to file his SALNs during his stint as an ex-officio member of the Sangguniang Bayan of Lupon.

The Ombusdman said Quiñones failed to disprove findings that his SALNs were not recorded at the Human Resource Management Office (HRMO) of the local government unit.

“The preparation and submission to the proper office tasked to transmit the SALNs to this Office is respondent’s responsibility and lookout,” the Ombudsman said.

Quiñones is facing three counts of violation of Section 8(a) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officers and Employees).

All public officials or employees are required to accomplish a statement under oath showing their assets, liabilities and net worth and financial and business interests, including those of their spouses and of unmarried children under eighteen years of age living in their households, as of December 31 of every year.

The deadline for the submission of SALNs are every April 30.
