DILG exec denies agency pushing for 'rev-gov'

MANILA - The Department of Interior and Local Government did not organize an event in Butuan City pushing for a revolutionary government, an official said Friday.

DILG Undersecretary Epimaco Densing III branded as "fake news" a report saying that he is "mobilizing people to ask Duterte to declare revolutionary gov’t."

Densing said the gathering he attended in Butuan was spearheaded by the Mula sa Masa Duterte Movement, a pro-Duterte group in which he serves as honorary chairman.

"Again, my speech was about federalism and participative governance. The issue of rev-gov came out only during the interview and the DILG has nothing to do about the rev-gov thing," he told ANC.

Densing said the group has been "moving all over the country these past few months to explain its objectives of pushing for a federal system and participatory governance."

"I anticipate that the shift to federal system will not happen anytime soon as the traditional politicians in Congress will not let the shift happen. Hence a call for a people's government to serve as a transitory government towards federalism," he said.

"The people's govt (or rev-gov) cannot be declared by PRD (President Rodrigo Duterte). It should be declared by the people. It is part of the people's sovereign right enshrined in the constitution and can be invoked if the govt no longer work for their needs."
