WATCH: Van submerged in Marikina River

A Bayan Patroller on Tuesday captured video of a van submerged in the Marikina River after the water level went past 15 meters. 

The video taken from Marcos Highway Bridge showed a van submerged in the rising waters after tropical storm Isang enhanced monsoon rains.

Weather bureau PAGASA earlier said Isang was packing top sustained winds of 80 kilometers per hour (kph) near the center and gusts of up to 97 kph. Moving at 20 kph, it was last spotted in the vicinity of Itbayat, Batanes at 3 a.m. 

The southwest monsoon or habagat will continue to affect Luzon and Visayas after the tropical storm exits the Philippine area of responsibility.
