Duterte says he ordered Bato to arrest cops in Kian's killing

President Rodrigo Duterte on Monday night said agrees there should be an investigation into the killing of 17-year-old Kian delos Santos during a drug raid in Caloocan City.

He said he will not interfere in the probe by the National Bureau of Investigation (NBI) and gave assurances that there will no whitewash in the investigation.

Duterte said there should be prosecution and imprisonment should the investigation point to liability. 

He said those liable would be answerable and put in jail if rubout is proven. 

At the outset, Duterte said he ordered Philippine National Police (PNP) chief Ronald Bato dela Rosa to arrest the policemen involved upon seeing the CCTV footage showing Kian with the police. 

He said it is not part of the policeman's duty to murder those involved in drugs but only to arrest and overcome and neutralize resistance. 

Duterte said he will not visit the wake of Kian, saying it would put so much pressure on the police and can be interpreted as saying sorry. 

Duterte also announced that he is replacing Customs Commissioner Nicanor Faeldon with PDEA chief Isidro Lapeña. 

PNP Region 3 Director Aaron Aquino will be named as PDEA chief. 

Duterte said he wants Faeldon to remain in government because he needs the services of a good and honest man.

On the rejection of the Commission on Appointments on the designation of Judy Taguiwalo as social welfare chief, Duterte said he could not anything about it as the rejection was the discretion of Congress. 

He had only good words for Taguiwalo saying she was bright. He said he offered the position of DSWD secretary to ABS-CBN journalist Doris Bigornia, but said the latter declined the offer.
