Chief Inspector Jovie Espenido said he wants the younger Espinosa to surrender alive.
"Hindi na kita babarilin, Kerwin," (I will no longer shoot you, Kerwin), he said.
He encouraged Espinosa to cooperate with police and name the generals and other officials of the PNP and AFP who are receiving drug money.
Espenido said Espinosa is probably just somewhere in the country. The police chief believes Espinosa will surrender soon.
