COA flags P957-M unfinished DA farm-to-market road, other projects

MANILA - The Commission on Audit has flagged 12 Department of Agriculture projects that are already past their completion deadline.

In the 2017 report on the DA, government auditors noted unfinished infrastructure projects amounting to P957.678 million, mostly farm-to-market roads (FMR), in CALABARZON and Bicol region which had completion targets before the end of 2017. The projects were under Intensified Building-Up of Infrastructure and Logistics for Development or IBuild program.

While the audit report included projects of the past administration, the COA report was sent to Agriculture Secretary Emmanuel Piñol.

The projects and their target completion dates are as follows:

1. Potable water system construction in Luisiana, Laguna, December 24, 2017
2. Rehabilitation of FMR in Lucena City, October, 15, 2015
3. Concreting of FMR in Mulanay, Quezon, June 23, 2016
4. Rehabilitation of FMR in Lucena City, May 2, 2016
5. Concreting of FMR in Macalelon, Quezon, April 12, 2016
6. Concreting of FMR in Lucban, Quezon, May 28, 2016
7. Concreting of FMR in Guinayangan, Quezon, November 26, 2017
8. Concreting of Sto. Domingo-Napilihan FMR in Camarines Norte, April 14, 2017
9. Concreting of Cabusay-Labnig FMR in Camarines Norte, February 19, 2017
10 Rehabilitation of San Isidro-Pag Oring Nuevo FMR in Camarines Sur, November 30, 2017
11. Construction of warehouse in Albay, November 20, 2017

Various reasons for the delays, like insurgency in Albay, were noted.

“Any delay of implementation will also result in the delay of project completion thereby depriving the intended users of the immediate benefits that will be derived therefrom,” the COA said.

The COA said of the 16 projects, only 4 have been completed, amounting to P1.123 billion.

Government auditors also flagged 12 activities under the National Livestock Program (NLP) of the Bureau of Animal Industry.

Incomplete projects included provision of laboratory services; provision of biologics, vaccines and drugs; distribution of forage/seeds and animals; distribution of cattle, other poultry animals, goats, sheep; training of personnel; giving of incentives for workers from the local government; and research and development activities.

“Management disclosed that the non-attainment of target activities was due to the ongoing evaluation for the qualified recipients of small ruminants such as goat and sheep,” the COA said.

The COA said the technical support services part of the NLP has a total appropriation of P128.478 million.
