Mga 'sakit' sa Customs, nananatili - Biazon

Wala pa ring ipinagbago ang nangyayaring kalakaran sa loob ng Bureau of Customs (BOC), base sa obserbasyon ni Muntinlupa Rep. Ruffy Biazon.

"Basically, what Mr. [Mark] Taguba said, that's also practice that's been going on for a long time. That's why it’s called the kalakaran. That's been the challenge of everyone who has ever served in the bureau to change," paliwanag ni Biazon, isang dating Customs Commissioner.

Matatandaang ibinunyag ni customs broker Mark Taguba ang mga opisyal na kanya umanong nasusuhulan para makapag-release ng kargamento na di na kakailanganin pang dumaan sa inspeksiyon.

"I do hope that there would be a way for them to clear their names. The impact on their private lives by that moment somebody pointed a finger at them and we have yet to test the real credibility of this person," sabi ni Biazon.

Paliwanag ni Taguba, may ibang kumukubra para sa mga taong kanyang pinangalanan.

Si Taguba din ang nag-broker sa shipment na naglalaman ng P6.4 billion halaga ng shabu na nakapuslit sa port ng Maynila noong Mayo. 

Ayon kay Taguba, isang negosyanteng nakilalang si Richard Tan, nagmamay-ari ng Hongfei, isang kumpanyang nagko-consolidate ng kargamento mula sa China, ang nasa likod ng shabu shipment. 

Sa panayam sa Talkback sa ANC, sinabi ni Biazon na hindi umano sagot ang pagpapalit ng tauhan, at mismong sistema sa BoC ang dapat baguhin. 

"We replace people but the system is still there, so that's where we should be focusing now if we really want to stop it," ani Biazon.

Tingin ni Biazon, kawalan ng kakayahan at hindi korapsiyon ang isyu sa BOC.

"For my personal opinion, it would really be the topmost, the issue of incompetence. I have yet to see solid basis to say it’s an issue of corruption," sabi niya.

Binigay niyang halimbawa ang naging proseso sa paghawak sa shabu shipment mula sa bansang China na siyang ugat ng imbestigasyon sa Kongreso.

"They did not follow what the law says. The law says it's PDEA [Philippine Drug Enforcement Agency] which is the lead agency. During my time, whenever we have interception of drugs, we made sure that PDEA was with us in the operation and, in fact, they should be taking the lead," paliwanag niya.

Pero nang makumpiska ang shabu shipment, bahagi lamang umano noon ang ibinigay sa PDEA at sa National Bureau of Investigation.

"What came out of the hearing, the offices don't seem to be coordinating with each other well and, at the height of that, the deputy commissioner for intelligence, which is the superior of the Customs Intelligence and Investigation Service (CIIS), they don't even communicate to the point that the head of the CIIS don't even have the number of the deputy commissioner for intelligence," ani Biazon.

Humarap din sa pagdinig sa Kongreso ang mga dating basketball at volleyball players na kinuha ng BOC bilang intelligence agents at technical assistants. 

"I asked them, 'Tell me about the reforms in the bureau' and they could not answer me straight. As simple as asking them the process of balikbayan boxes, which is one of problems the BOC has, they could not explain it well. As far as effectivity as communicators, it's now in question," aniya.

Pinagpapaliwanag ng mga mambabatas ang BOC sa desisyon na kumuha ng mga atleta. Kasama sa listahan ng 28 atleta ang pangalan nina Kenneth Duremdes, Marlou Aquino at Alyssa Valdez. 

KUMIKITA SA KALAKARAN

Taong 2013 nang magbitiw sa puwesto sa BOC si Biazon. Pero bago tuluyang bumaba, nag-iwan siya ng mensahe sa susunod sa kanya sa puwesto: Watch your back.

"Customs is a very hostile environment. You don't know who really is your enemy and sometimes, even those who are closer to you are the ones who stab you in the back," aniya, base sa kanyang karanasan. 

Matatandaang nagbitiw bilang BOC Commissioner si Biazon noong Disyembre 2013 matapos itong kasuhan sa Office of the Ombudsman kaugnay ng Priority Development Assistance Fund scam. 

Binigyang-payo din niya si Customs Commissioner Nicanor Faeldon na asahan na may mga taong hihila sa kanya pababa kapag magpapatupad siya ng reporma sa BOC.

"A lot of people earn from the status quo and if you try to change things, then definitely, you'll be an enemy. The best defense there is try to do things right so that they won't have anything to throw against you," sabi niya.

Hihilingin din ba niya ang pagbibitiw sa puwesto ni Faeldon?

"I'm not in a position to ask people to resign. I've been on that boat before and I know how it feels," banggit niya.

Pero hiling niya na pag-isipan ni Faeldon ang organisasyon at ang appointing authority ng Pangulo.

"Appointee officials always say they serve at the pleasure of the President. Most appointed officials say that. Even if they are appointed by the president, they also serve at the pleasure of the public. What should be considered is the public," sabi niya.
