Senate will pass 2020 budget on time: Angara

MANILA - Sen. Sonny Angara on Wednesday said the proposed 2020 national budget will be "passed on time" to avoid a repeat of the delayed passage of this year's spending plan.

In a statement, Angara said the Senate's goal is to have the proposed 2020 budget, which is expected to be sent by Malacañang to both houses of Congress in the next few weeks, on the desk of the President Rodrigo Duterte for signing before the end of 2019.

"We owe it to the people to pass the budget on time. Any delay in the implementation of public programs and the delivery of services is a disservice to them," Angara said.

Angara, the new Senate Finance Committee chairman, said vice-chairpersons of his committee will be tasked to handle the budgets of the different agencies in order "to hasten the hearings."

The P3.7 trillion national budget for 2019 was signed by Duterte only last April due to delays in its approval by Congress. This led to several delays in the implementation of various key projects of the government.

Davao City Rep. Isidro Ungab, head of Congress' appropriations committee, earlier said the House of Representatives can pass future national budgets on time.

Cabinet Secretary Karlo Nograles also said the budget would be submitted to Congress in the next 2 weeks.
