MANILA -- President Rodrigo Duterte appeared to have skipped naming 5 state agencies with red tape during his State of the Nation Address, his spokesman said Tuesday.

The names of the 5 agencies were included in rehearsals for last Monday's SONA, the President's annual report to the nation that is delivered before a joint session of Congress.

"There must be reason" why the agencies were not mentioned, Roque told reporters, adding the President named them "one by one" during rehearsals.

Roque refused to identify the government agencies, saying "maybe a private communication will be sent first to the heads of these agencies."

The President in his third SONA told state agencies to "sustain" efforts to make doing business in the country easier.

The President signed the Ease of Doing Business Act last May, requiring requires government agencies to act on applications within 3 days for simple transactions, 7 days for complex ones and 20 days for the highly technical.
