MANILA - Youth activists on Friday burned a picture of President Duterte and paint-bombed the gate of the Commission on Higher Education to protest alleged shortcomings of the newly-signed free tuition law.

The Universal Access to Quality Tertiary Education Act covers 1.3 million students when are 3.7 million students in total and another 3 million are of college age but are out of school, said Kabataan party-list Rep. Sarah Elago.

Kabataan Party-list regional coordinator Christian Dave Ruz claimed that a state college in Mountain Province limited its enrollment slots to make ends meet.

Also according to Kabataan, bigger state universities like the Bulacan State University and Cagayan State University will only admit half of their applicants.
