Ex-Maguindanao mayor faces graft case over P5-million water project

MANILA - The Office of the Ombudsman has filed one count of graft against former Northern Kabuntalan, Maguindanao mayor Datu Umbra Bayam Dilangalen, Al Hadj at the Sandiganbayan for a water project by private firm FFJJ Construction in 2011.

Also facing one count of graft were then municipal accountant Rahima Ali and municipal treasure Kabiba Mael.

According to the information filed by the Ombusman at the anti-graft court, the accused individuals gave unwarranted benefit to FFJJ by releasing the full payment for a small water impounding project “despite the fact that the project was not yet completed, to the damage and prejudice of the government.”

In January this year, the Ombudsman said it found probable cause to charge Dilangalen for the allegedly anomalous project worth P5 million.

The Ombudsman also discovered that the pre-bid conference for the project happened on November 21, 2011, just two days before the opening of bids.

With the filing of information against the former Northern Kabuntalan officials, the Office of the Ombudsman also recommended that their bail be set at P30,000 each.
