MANILA - Ten police officers from Bulacan were charged with kidnapping, robbery in band and violation of the Anti-Graft and Corrupt Practices Act for allegedly arresting several individuals and then demanding cash for their release.
Senior Supt. Jose Chiquito Malayo, commander of the Philippine National Police Counter-Intelligence Task Force, said one of the victims claimed that 10 Bulacan police officers demanded P50,000 for their release.
Bulacan Provincial Director Chito Bersaluna said the complainants were arrested for "selling smuggled cigarettes." One of those arrested identified the officers Thursday.

Supt. Rizalino Andaya, police chief of San Rafael, Bulacan, was relieved of his duty due to command responsibility, Bersaluna said.
