MANILA - Ombudsman Conchita Carpio Morales said Monday she would not prevent the Department of Justice from securing an affidavit from Janet Lim Napoles, who is accused of helping government officials steal from Congressional funds or "pork barrel."
Napoles is expected to tag former budget secretary Florencio Abad and Senators Leila De Lima, Antonio Trillanes, Franklin Drilon.
"No, I will not," Morales said when asked if she will block DOJ efforts to get the testimony of Napoles against the four individuals.
But Morales reiterated that Napoles could never become state witness.
"Even if she gives a testimony against all persons in the world, it is still the Ombudsman who will determine if she can qualify as a state witness," Morales said of Napoles
