'Sex-for-pass' victims urged: File charges vs erring cops - PNP chief

MANILA - The Philippine National Police is encouraging victims of the alleged "sex for pass" scheme to come out and file charges against erring policemen who abuse sex workers, its chief said Monday.

PNP Gen. Archie Gamboa said he would ask the Criminal Investigation and Detection Group to coordinate with Rappler, which exposed abuse against sex workers at quarantine control points manned by the police.

The victims may also approach the PNP's Women and Children Protection Center, he added.

"In any case that we want to pursue there must be available witnesses. Pag ganito kasi, it’s a crime that’s done privately between the accused and the victim. And kung di talaga lalabas unless we find very good circumstantial evidences, then that’s the only time we can pursue. Nevertheless we will look into it," Gamboa told ANC.

Such grave offense is punishable by reclusion perpetua (20 years and 1 day to 40 years in prison) and is basis for the policeman's dismissal, he added.

The PNP will ensure the confidentiality of the victim in trying the administrative cases of the policeman, Gamboa said.

"Ito 'yung ma-promise ko sa kaniya, we will be confidential in terms of administrative pero pagdating sa court, I cannot totally promise na hindi siya pwede i-present sa court because it might be vital for the prosecution of the case. Titingnan natin kung ano ang pwede nating magawa," he said.
