The proclamation of the winners in the May 13 elections has been postponed anew. Here are the stories making the headlines on ANC today:

Suspense

The Commission on Elections (Comelec) has postponed the proclamation of the winners in the midterm elections for the third time. The poll body said it is waiting for elections returns from abroad. ANC will be ready to break the proclamations of the winners any time. Also, the Comelec has yet to rule petitions related to the substitution of former National Youth Commission head Ronald Cardema. The case has brought attention to imperfections in the party-list system. 

Denied entry

Former Ombudsman Conchita Carpio-Morales was traveling to Hong Kong for a family vacation when she was denied immediate entry on Tuesday, reportedly because she is a security threat. Later, she was eventually allowed into Hong Kong but chose to go back to the Philippines. She and former Foreign Affairs Sec. Albert del Rosario recently filed a complaint against Chinese President Xi Jinping before the International Criminal Court in the Hague for crimes against humanity.

Moratorium

Speaking of China, Presidential Spokesperson Salvador Panelo hinted that the imposition of a Chinese fishing moratorium in the South China Sea including the West Philippine Sea is against Philippine sovereignty. But he said he would let the Department of Foreign Affairs make a more direct statement. On the return of China’s clam harvesting fleets, the palace said the military’s Western Command should validate the report. Last year, President Duterte said the whole of the South China Sea is already in China’s possession.

COA flags OSG 

The Commission on Audit has flagged the Office of the Solicitor General for foreign trips, office supplies, training, and meetings in hotels and restaurants worth P14 million. These expenses, the COA said, violated government audit and procurement rules. What is the explanation of the OSG?
