MANILA - The Office of the Ombudsman has charged Zamboanga Del Sur 1st District Representative Isidoro Real Jr. in connection with a supposedly anomalous fertilizer supply transaction with a non-government organization linked to businesswoman Janet Lim Napoles.
The office charged Real at the Sandiganbayan for violating the Anti-Graft and Corrupt Practices Act.
The Ombudsman said Real, as well as Department of Agriculture regional executive director Oscar Parawan and other DA regional officers namely Abundio Bernardo Jr., Samuel Simbajon, Ma. Perlice Socorro Julian and Maribel Abdulbari, gave Masaganang Ani Para sa Magsasaka Foundation, Incorporated (MAMFI) unwarranted benefit for a fertilizer project worth P5 million.
MAMFI is a non-government organization supposedly owned by Napoles, who is facing numerous plunder and graft charges in connection with the Priority Development Assistance Fund scam.
Based on the information filed by the Ombudsman, the officials endorsed MAMFI to implement Real’s Farm Inputs/Implements Program through the procurement of 6,250 bottles of Liquid Foliar Fertilizers without public bidding, in violation of the Government Procurement Act.
Bernardo, Simbajon, Julian and Abudlbari supposedly processed the release of P5 million to MAMFI.
The Ombudsman also alleged that the price of P800 per 300 milliliter bottle was higher the current market price of P190 per 300 milliliter bottle, causing injury to the government in the amount of P3.82 million.
P30,000 bail was recommend for each of the accused.
