PPCRV to resume encoding Wednesday when more election returns arrive

MANILA - The Parish Pastoral Council for Responsible Voting (PPCRV) on Tuesday said it will stop encoding election returns for the day and resume at 8 a.m. on Wednesday.

“You can see people are tapering off. We should be closing operations tonight in as far as encoding is concerned by about 10 p.m… We will be resuming operations at 8,” said PPCRV media director Agnes Gervacio. 

Gervacio clarified that while the PPCRV command center is open 24/7, the encoders have three four-hour shifts starting at 8 a.m. and ending at 8 p.m. 

Gervacio said they will adjust depending on the number of ERs arriving. 

The PPCRV is tasked to do manual verification of the printed election returns and compare it with the data from the transparency server. The comparison should show if there is any discrepancy or possible cheating.

Gervacio said they have already started receiving ERs from the provinces.

“The bulk of our returns is still from the city of Manila. We have received from Caloocan as well and Quezon City,” she said.

They expect to receive at least 50 percent of total ERs by Wednesday.

Gervacio said the ERs from the provinces have already been sent to the courier offices. 

“It’s relatively peaceful, which we are very happy about,” she said. “There are small glitches like the 8-hour gap yesterday but it was explained to the level of our satisfaction.”

She said the command center will continue to operate 24/7. She said they now have more than enough voters for the encoding.

“We don’t see any shortage,” she said.

While they have prepared for three weeks of continuous encoding, they can be done in 10 days like the last election.

She said if there are any human errors, it won’t even be counted in their system. 

“We do a double blind pass,” she said, explaining that each ER is encoded twice. “if those do not match those are not counted until they match.”
