MANILA – A standalone plebiscite for proposed amendments to the constitution should "ideally" be conducted by 2020 or 2021, a former elections official said Monday.
Although the plebiscite can be done simultaneous the midterm elections next year, a separate vote a year or two later will provide more time to educate voters, said former Comelec commissioner Gregorio Larrazabal told ANC.
"Ideally, you can do it later. You have to do it in a standalone exercise to give it the attention it deserves," Larrazabal said.
"When we change or amend the constitution it’s not going to last for one, 2 or 3 years, it’s going to last probably 30 years or more. But if you do a standalone electoral exercise that will better for the voters as you can now focus on educating the voters," he said.
