MANILA -- Authorities are studying a recommendation to place Abra province under the control of the Commission on Elections due to intense political rivalry in the area, the Philippine National Police said Wednesday.
PNP chief Oscar Albayalde said authorities have received reports of armed groups in the province.
"I don't know kung matuloy po iyung recommendation ng regional JSCC (joint security coordinating council) ng Cordillera kung iyung buong probinsya ng Abra will be under Comelec control. Iyan ay pinag-uusapan pa," he said.
(I don't know if the recommendation of the Cordillera JSCC to place the entire Abra province under Comelec control will push through. That is still under discussion.)
The Comelec earlier took control of Cotabato City, Daraga town in Albay and Moises Padilla town in Negros Occidental.
In these areas, Comelec can scrutinize all government programs, including officials' performance of their duties, disbursement of funds and the deployment of personnel.
The PNP has raised full alert status nationwide and started deploying personnel for the delivery of election paraphernalia, he said.
"Kami po ay handang-handa na [para sa eleksyon]," he said.
Albayalde also urged the public to "remain alert and vigilant" for the May 13 polls.
