16 barangays in Batangas without SK kagawad candidates - Comelec

MANILA - The Commission on Election office in Batangas on Sunday expressed alarm over the absence of candidates for the position of Sangguniang Kabataan (SK) as the barangay elections draw near. 

According to the Comelec, 5 barangays have no SK chairman candidates, while 16 barangays have no SK kagawad bets. 

The villages that do not have SK chairman candidates are as follows: 

Barangay 16, Batangas City
Barangay Pook Kapitan, San Pascual
Barangay San Pablo, Bauan
Barangay San Juan, Mabini
Barangay San Juan, Tingloy 

Menawhile, the villages that do not have SK kagawad candidates are as follows: 

Barangay 7 Poblacion, Batangas City 
Barangay 16 Poblacion, Batangas City 
Barangay Apar, Lobo
Barangay Bihis, Taal
Barangay Calo, Lobo
Barangay Lagadlarin, Lobo
Barangay Mabalanoy, San Juan 
Barangay Mahacot, Batangas City
Barangay Pinaghawanan, Lobo 
Barangay Poblacion 2, Taal
Barangay Poblacion 4, Calatagan
Barangay San Juan, Mabini
Barangay San Juan, Tingloy
Barangay San Miguel, Batangas City 
Barangay San Pablo, Bauan 
Barangay Silangan, Batangas City

According to Batangas Election Supervisor Atty. Gloria Petallo, they find this very unusual. The Barangay and Sangguniang Kabataan elections are set on May 14. 

“Yes, this is the first time. I think there were some who still believed that elections will not push through,” Petallo said.

She said it is not within the mandate of Comelec to decide what will happen to the local leadership of barangays without candidates. 

“I also asked DILG but it is still not clear how they will deal with this situation under the new SK law. But for sure, the term of the incumbents will not be extended,” Petallo added.

Comelec Batangas also noticed a significant increase in the number of barangays where only 1 candidate registered for certain positions.

Out of 1,078 barangays in the province, 241 only have 1 candidate for the position of barangay chairman, representing 22.36% of the total number of barangays. 

An even higher 36.73% representing 396 barangays only have 1 candidate for the position of SK chairman.

Petallo confirmed that because there is no minimum requirement for the number of votes, the lone candidate will be declared a winner even with just 1 vote in the absence of other registered candidates.
