MANILA- Persons with disabilities (PWDs) should be prioritized in the distribution of aid in light of the coronavirus pandemic, the Department of the Interior and Local Government said Friday.

Interior Secretary Eduardo Año issued a memorandum circular directing provincial governors to ensure that PWDs are included in the list of beneficiaries of relief goods such as food, and medicine.

Año said the memorandum was issued following reports of concerns from the PWD sector as the enhanced community quarantine in Luzon and lockdowns in other parts of the country continued.

“The ECQ is more challenging to vulnerable groups like PWDs. The DILG urges LGUs to prioritize PWDs in distributing food packs, medicine, and vitamins,” he said.

The DILG chief said additional consideration should be extended by local government officials to children with disability, pregnant women with disability, and senior citizens with disability.
The DILG also reminded all villages (barangay) to allow the use of their vehicles for PWDs under emergency situations.
“PWDs may find it harder to protect themselves against COVID-19. Thus, I am prodding all local chief executives to provide for the welfare of PWDs for them to cope with the impact of the ECQ to their lives considering that they have special needs,” Año said.
