MWSS officials could get another grilling in Congress today. Here are the stories making the headlines on ANC today:

The ANC Brief: Controversial contractor 1

Shot at redemption
The contractor for the new Senate building in Taguig is the controversial Hilmarc Construction Co., which ironically was probed by the Senate from 2014 to 2016 for its involvement in the controversial Makati City Hall parking building and Makati Science High School projects. Junjun Binay, who was Makati City mayor then, was charged on both projects. What is the status of these cases? Let’s focus on Hilmarc. What other projects are they involved in? What is the status of the charges against Hilmarc’s officials? The new Senate building is supposed to be Hilmarc’s shot at redemption.

Tiff continues
The tiff between the House of Representatives and the Senate on the 2019 budget is far from over. House Speaker Gloria Macapagal-Arroyo said the House won’t withdraw its version of the budget. Senate President Tito Sotto said senators are confused by the different statements issued by members of the House on whether the budget bill has been withdrawn or not.

Shape up
Metropolitan Waterworks and Sewerage System (MWSS) officials got another grilling at the Senate on Tuesday on the water crisis. The House of Representatives will continue their hearing today. President Duterte had a meeting with the MWSS Tuesday night. There are reports he dressed down officials of the MWSS and told them to “shape up.”

Legal calisthenics
The International Criminal Court (ICC) will continue its probe into the Philippines’ war on drugs. The Palace said there was a conspiracy between the international organization against the Philippines. On "Beyond Politics," Commission on Human Rights (CHR) Commissioner Roberto Cadiz said the agency would cooperate with the ICC probe despite the pullout of the Philippines. He also branded the Palace’s position on the ICC withdrawal as “legal calisthenics.”

Hot spots
The Comelec declared the entire Mindanao island and some areas election hot spots. What is the plan of the PNP and other security forces to keep the peace in these areas in the coming elections? President Duterte will be in Marikina with his PDP-Laban candidates to campaign.
