BANGUED, Abra - President Rodrigo Duterte on Tuesday admitted failing to ease traffic in Metro Manila and blamed Congress for not granting him emergency powers.
“Ngayon po, ang unang promise ko and I distinctly remember na hindi ko talaga nagawa hanggang ngayon was ‘yung EDSA,” Duterte told voters in Bangued, Abra at a PDP-Laban campaign rally.
“Ang gestation period kasi ng papeles na para may gusto kang project gawin, just on the table… ang papel 7 months. Now kung ganun katagal, hindi mo talaga magawa lahat ang gusto mo,” he added.
During his first State of the Nation Address in 2016, Duterte asked Congress for emergency powers to solve crippling traffic jams that cost the economy P2.4 billion daily.
Duterte had said that Congress' action was "the urgent and immediate solution" to the worsening traffic situation. But he said a senator raised doubts.
“Ang ayaw ko narinig ko sa kaniya na, 'Alam mo malaking pera ito, ibibigay namin pero I am afraid of corruption baka nakawin.',” Duterte said.
“Eh ‘di noong narinig ko sabi ko, 'Wag na lang.' Kung ganun lang naman ang duda ninyo sa akin baka talaga akala ninyo magnanakaw ako, huwag na lang,” he added.
