MANILA - A suspect in the killing of an anti-kidnapping operative is a member of New People's Army, the Philippine National Police said Monday.
Donato Jacob was involved in a December 2017 kidnap for ransom case in Biñan, Laguna where the victim was rescued.
But the gunfight between kidnappers and operatives from the PNP-Anti-Kidnapping Group resulted in the death of P/Supt. Arthur Masungsong, chief of the Luzon Field Unit.
Jacob's four companions were also killed in the encounter.
According to PNP Chief Ronald Dela Rosa, Jacob is an active member of the Bagong Hukbong Bayan based in Bulacan.
Dela Rosa said Jacob extorts money from politicians, fishpond owners and quarry operators in Bulacan. Jacob's arrest is a proof that several NPA members are into kidnapping, he said.
"NPA member siya na nag-venture sa kidnapping," Dela Rosa said.
The AKG is doing a case buildup on the information that a politician in Bulacan serves as protector of Jacob.
"Most likely nagagamit ang mga grupong ito sa pamumulitika. Who knows baka mga kalaban pinabibira. Nang-i-intimidate para hindi lumaban sa kanila," Dela Rosa said.
Dela Rosa also presented to the media Brandall Mark Cacatian, a dismissed Philippine Army soldier and ranked 8th in the AKG'S wanted list who was involved in two kidnap-for-ransom cases in 2012 and 2014.
