MANILA - Albay Rep. Edcel Lagman on Saturday likened divorce to a "merciful interment for irremediably dead marriage."
"In absolute divorce proceedings, there is no more marriage to protect or destroy because it has disintegrated much earlier," Lagman said in a statement.
"Only spouses in totally broken marriages and those void from the start are entitled to a grant of absolute divorce."
Lagman, chair of the Lower House technical working group on the bills for divorce and dissolution of marriage, added that it is the government's duty to aid spouses in conflict.
"When a marriage totally breaks down and reconciliation is nil, it is also the duty of the State to afford relief to the spouses in irreconcilable conflict relations and bail them out and their children from the tempest of incessant discord," he said.
The House of Representatives Committee on Population and Family Relations earlier submitted a divorce bill for plenary deliberations for the first time.
