MANILA - The Department of Public Works and Highways is all set for the opening of the elevated portion of the North Luzon Expressway-Harbor Link tollway on February 26, 2019, after conducting a dry-run Wednesday.

"This coming Tuesday, all out na kami sa operations. Bubuksan na po ang Harbor Link. Ang i o-open namin ay 'yung 5.65 kilometers," said DPWH Secretary Mark Villar.

(We will be operational this coming Tuesday. We will open the Harbor Link’s 5.65 kilometers.)

The 5.65-km NLEX Harbor Link Segment 10 is expected to ease travel between key areas of Metro Manila and northern Luzon via NLEX.

"Sa ngayon po, ang connection to Harbor Link would be C3, tapos ang labas niya sa Valenzuela na, sa may Smart Connect," Villar said on DZMM, Wednesday morning.

(Right now, the connection to Harbor Link would be C3, then exit to Valenzuela Smart Connect.)

Motorists coming from the north are expected to benefit from the project. Instead of exiting Balintawak going to Manila, they can now use the Harbor Link.

Trucks coming from the Port Area may also use Harbor Link for faster travel and decongest traffic along EDSA.

"Ang travel time from Port Area to NLEX, kung dati po isang oras, baka more or less limang minuto na lang or 5-10 minutes na lang travel time," he said.

(The usual one hour travel time from Port Area to NLEX may now be cut to just 5-10 minutes.)

Villar said they would not charge motorists using Harbor Link for the first two weeks of the opening.

"Once ma-implement 'yung toll, P6.00 ang madadagdag sa toll," he said.
