Sunday's EDSA shooting occurred despite a gun ban for May's midterm polls.

Police will urge local officials anew to study a ban on two people who are not related from riding a single motorcycle to prevent "riding-in-tandem" crimes, said Eleazar.

Authorities are currently issuing "clean rider" stickers for motorcycles, which are also subjected to routine inspections under the "Oplan Sita," he said.

These measures in 2018 slashed by half the crimes perpetrated by motorcycle-riding suspects, Eleazar said. He did not give additional figures.

In a video from bystander Francis Garcia, the van can be seen stalled near the tracks of the MRT-3 past 4 p.m.

At least 2 individuals from the van were loaded into what appeared to be medical gurneys by rescuers, as shown in the 1 minute and 30 second clip.

The shooting incident temporarily occupied 2 lanes in EDSA, the Metropolitan Manila Development Authority said in its Twitter account.

Police were still investigating the motive of the incident and looking for surveillance footage of the crime, said Villaceran.

A special investigation task group has autopsied Yulo's remains and is studying fingerprints on van and the trajectory of the bullets recovered in the crime scene, Metro Manila police chief Director Guillermo Eleazar said Monday.
