Iloilo town vice mayor faces graft raps for P5.4 million in alleged anomalous projects

MANILA - The vice mayor of Dingle town in Iloilo is facing graft charges at the Sandiganbayan over P5.4 million in infrastructure projects from 2007 to 2009 involving transactions with a company supposedly owned by his wife. 

Dingle Vice Mayor Rufino Palabrica III is facing 4 graft raps over 4 projects which involved Tri-B Marketing*T, "an entity owned by his wife Theresa D. Palabrica, but registered under the name of her dummy Eden G. Castaneda."

The questioned projects, implemented during his time as town mayor, were a drainage system worth P1.89 million; concreting of a portion of the Pandan National Road worth P1.79 million; concreting of a barangay road worth P773,794; and the construction of a school building at the Rufino G. Palabrica Sr. National High School worth P953,271.

The Ombudsman said the transactions were also in violation of the Code of Conduct and Ethical Standards for Public Officials and Employees and the Local Government Code of 1991.

The Ombudsman set a P120,000 bail bond for all the graft cases.

In 2016, the Ombudsman ordered Palabrica dismissed over other transactions with his wife's firm.
