Ex-Maguindanao mayor faces graft over anomalous P5-million water project

MANILA - The Office of the Ombudsman has found probable cause to charge former Northern Kabuntalan, Maguindanao Mayor Datu Umbra Dilangalen Al Hadj of graft for an allegedly anomalous P5-million water project in 2011. 

Also included in the charge were former Municipal Accountant Rahima Ali and Municipal Treasurer Kabiba Mael.

The Ombudsman found that the former municipal officials received P5 million for the town’s small water impounding project (SWIP) but documents showed that the pre-bid conference happened on November 21, 2011, just two days before the opening of bids.

The respondents also supposedly paid project contractor FFJJ Construction in full even while the project was not completed.

Ali and Mael were also found guilty of grave misconduct and were ordered dismissed from the service.

Meanwhile, Bids and Awards Committee officers Teng Ungkakay, Basser Macarimbang and Averose Savidra were found guilty of simple misconduct and ordered suspended for 3 months or pay a fine equivalent to their salary for that period if already out of government service.
