MANILA - Former Davao Del Sur Rep. Marc Douglas Cagas IV has pleaded not guilty to graft and malversation charges lodged against him in connection with the multibillion-peso Priority Development Assistance Fund (PDAF) scam.
During his arraignment Friday afternoon, Cagas pleaded not guilty to 4 counts of graft, 1 count of malversation of public funds through falsification of public documents, and 3 counts of malversation.
The multiple charges against Cagas come from 2 sets of PDAF cases involving ghost projects with non-government organizations (NGOs) identified with businesswoman Janet Lim Napoles, alleged mastermind behind the fund diversion racket.
The first set of cases - 2 graft and 2 malversation raps - stemmed from alleged bogus projects of supposed NGOs Social Development Program for Farmers Foundation Inc. and People’s Organization for Progress and Development Foundation Inc. (POPDFI) worth P7.55 million.
The second set - 2 graft cases, 1 malversation through falsification, and 1 malversation case - arose from the use of P5.4 million for ghost projects of an organization called Farmer Business Development Corporation through state agency Technology Resource Center.
