Ex-Lanao Del Sur mayor tagged in illegal drugs faces SALN case

MANILA - The Office of the Ombudsman has found probable cause to charge former Saguiran, Lanao Del Sur Mayor Rasmia Macabago for allegedly failing to file her Statement of Assets, Liabilities and Net Worth or SALN from 2007 to 2010.

Saguiran was among local officials that President Rodrigo Duterte tagged as among narco-politicians but has denied any involvement in the illegal drug trade.

In a statement, the Office of the Ombudsman said that a certification dated October 20, 2016 issued by the Office of the Deputy Ombudsman for Mindanao stated that "there are no available SALNs on file of respondent."

The Ombudsman found probable cause to charge her with three counts of violation of the Code of Conduct and Ethical Standards for Public Officials and Employees or Republic Act 6713.

In her counter-affidavit, Macabago said "she did not know that she ought to file a SALN since she did not know of any local officials who filed the same."

"That respondent did not know of her duty to file her SALN cannot be given credence, as taking part of public service carries with it the bounden duty to uphold the law," the Office of the Ombudsman said in its resolution.

It reiterated that under Section 8 of R.A. 6713, all public officials and employees have an obligation to accomplish and submit declarations under oath of their assets, liabilities, net worth and financial and business interests including those of their spouses and of unmarried children under 18 years of age living in their households.
