MANILA - Members of the party-list coalition in the House of Representatives will submit a resolution seeking to retain the system in the new constitution, a lawmaker said Monday.
PBA Party List Rep. Jericho Nograles said party-list lawmakers are drafting a resolution addressed to the constituent assembly to ask that what is stated in the Constitution, laws and Supreme Court decisions regarding party-lists be retained.
"Pag natuloy po con-ass natin, trabaho ng con-ass ay mag-isip ng proposal para i-amend ang constitution--hanggang proposal lang con-ass. Kung puwede bilang isang party list coalition, gusto namin mga proposals ay isasama kung ano gusto ng mga party list. Di pa natin alam saan papunta ang mga proposals," he said.
Nograles said the assembly's only power is to propose amendments as the final approval will come from the people in a plebiscite.
"Dapat malaman ng mamamayan, (ang) tanging power ng con-ass (ay) magpropose dahil taumbayan lang puwede pumalit ng Konstitusyon. It will only be through referendum or plebiscite na mapalitan Konstitusyon," he said.
Speaker Pantaleon Alvarez initially eyed the plebiscite to coincide with the barangay and Sangguniang Kabataan elections in May, but he said it may be moved to 2019, in time for the midterm elections, if lawmakers do not finish their draft proposal.
