MANILA—The Commission on Human Rights (CHR) has ordered an investigation on the killing of former Pandi, Bulacan Vice Mayor Oca Marquez and barangay chairman Mauro Capistrano.
In a statement issued by CHR spokesperson Jacqueline Ann de Guia, the commission said it was alarmed by the killing of Marquez and Capistrano, who were gunned down in a restaurant along Plaridel Bypass Road in Barangay Bulihan on Jan. 19.
“As it is necessary to know the truth, CHR-Region III shall be investigating the case in recognition of the right to life of the victims and helping bring the perpetrators to account,” the CHR said.
The CHR also called on law enforcement agencies to expedite efforts to identify and prosecute the perpetrators.
“We remind the general public that in times of conflict, non-violence and effective communication is the only way to settle differences. Vigilante killings whether politically or not politically motivated violates the right to life contributes to the growing culture of impunity,” the CHR said.
