MANILA - (UPDATE) The Senate passed on Monday the P3.757-trillion national budget the Duterte administration proposed for 2019.
Senators unanimously voted to pass the budget which was delayed after lawmakers questioned an alleged P75 billion “insertion” to the allocation of the Department of Public Works and Highways (DPWH).
Former House Majority Leader Rolando Andaya Jr said Budget Secretary Benjamin Diokno inserted funds to flood control projects and favored a certain contractor. Diokno has denied wrongdoings and called Andaya’s accusations as “illusory.”
The House of Representatives and the Senate still have to discuss the proposed budget in a bicameral committee before it can be submitted to President Rodrigo Duterte for signing.
Senator Panfilo Lacson however earlier said he expected the bicameral conference committee meeting on the proposed 2019 national budget to be "bloody" given the wide discrepancy in the House and Senate versions.
